I think a 250 player tournament and the no cards option will take a long time.
It does not bother me really, but it may put off quite a few others especially if they do not have prem.

Then when you have the final three people from each bracket, those six players play the final ten-game round on five maps as half-no cards, half-escalating, with each map being used for each type.

I chose no cards/chained combination for this tournament in order to make it harder and to bring the luck factor to minimum (although you can never get rid of it completely). We have already 21 eligible players. Therefore we will have 4 groups/24 players in total. I don't want more than 24 players. That's the maximum I can manage.![]()
I plan to organize another league, which will consist of all type of games (no cards, flat rate and escalating in combination with unlimited, chained and adjacent fortifications). The structure will be similar, but with a variety of games. I think that league will satisfy you completely.

Highly probable, we will replace World 2.0 map (after a poll)
I think 10 weeks will be needed for each round (to finish group matches, in total 10 matches). If three rounds 30 weeks. We can shorten it a few weeks, if we start 3 or 4 matches per week (or all 10 matches can start at the same time)
I'm not so sure with a surrender option. You will continue the game anyway to finish it. So, whats the use of it? It won't shorten game time and may cause speculations between players. As I suggested in one of my posts, a maximum limit of game rounds may be a solution.
Points for each match:
1st: 10 points
2nd: 6 points
3rd: 2 points
4th: 0 points
5th: -2 points
6th: -4 points

I assume you put this to encourage players to take someone out like in terminator games. In some manner it will help to quicken the games but on the other hand we'll meet some ugly strategies in to stay alive.
Why not play terminator instead of standart?
