Region-Specific Troop Limits

I was in my US history class about a month ago, we were studying the American Civil War, and my teacher mentioned how in many battles, the bottlenecks, bridges, and other obstacles severely limited army movement, often deciding the outcome of battles.
So I was thinking, would it be possible to make a map of one of these battles, with certain (or most of the) regions (ex: a bridge) being limited to holding a certain amount of armies? I figure to avoid any issues of not being able to deploy all the armies one is given, there should be a "reserves" section of the map where each can deploy an unlimited amount on.
Of course, the problem with the American Civil War is it's 2-sided....So I'm not totally set on it being from that time, as it would limit the gameplay. Perhaps it could be paintball, with 8 teams going into a central forest, or just some completely fictional battle? I imagine it would have to be conquest-ish, with set starting points for each player (the reserves region), but possibly with random regions in the "battle area" if you will.
So that's about it. I think it would be pretty cool, but as far as the XML goes, I don't know how possible this is
