Map Concept: shifting territories

Would it be possible to create a map that would change it's configuration at regular intervals? I'm thinking an earth map (I'm envisioning World 2.1) with a rotating moon that would be oriented on the top during the first round, on the right during the second round, and so on. Each round, a different set of territories would be able to attack the moon and vice versa.

Round one: let the British Isles and Ukraine attack one or two of the territories on the moon. Round two: let China and Japan do the same.
Round three: East Australia, South Africa.
Round four: Southern USA, Argentina.

I don't care if the countries are actually capable of reaching the moon, I just think it'd be a cool idea.

Would it be feasible though? I'm no coder or anything so I wouldn't even know where to begin, but let me know what you think!

It is not do-able under the current XML, though something like that has been suggested before.

You couldn't code it to swap out map images every round and implant the existing data into the new map territories? Is there a more current XML that we could use, or is that like a global thing? Again, sorry for my lack of coding knowledge :D
