Realistic as to both the actual floorplan and (with some room for maneuver) the setup of the TV show. I can do the art (and this first draft is just that: a first draft) but would need a partner to do all the coding and programming.

Exactly. But I guess that's about all the help I'm going to get? No one want to program this?

using the names from the TV show will constitute copyright infringement unless you can secure the rights. Better perhaps to either use real people (the incoming Obama team? a historical white house?) or just go with the job titles.

I didn't know one could copyright first names. What if I wanted to name my children C.J., Sam and Toby? (Perhaps just Mrs. Landingham is a problem?) One certainly cannot copyright the name "West Wing," especially when my use is in the context of the building itself. But it hardly matters and is not worth debate; no one is going to program this and frankly it's not worth the effort. Perhaps one day I'll offer a better idea.
