This might sound crazy but would anyone be interested in making a map that consists of only bombarding (which would mean that the only card setting available is no cards)?

You can get cards from bombarding.

Actually - this could be an interesting concept... however might not be possible - and could end in stales - unless you had some territories that could bombard the entire map.

then how about a neutral "center" where any territory could one way attack it? then that "center" could bombard any territory on the map!

but it would be good if someone else would use/expand this idea...

Well, if it was mostly bombardments, then it could work. Otherwise, it'd just be deploy, attack, cross your eyes and hope for the best. Since you wouldn't be able to get any new territories, you'd only be able to get the bonus you start with.
