
Using the 16 provinces of South Korea and the 14 provinces of North Korea (or if you want 32, then I could include Tsushima - an island that belongs to Japan on the Korean Strait - or Yeonpyeong - the famous island in the news - or Ullung-do - a volcanic island in the East Sea), a map can be created that would be quite playable for CC (maybe add some blocks with rivers and stuff since some territories have too much borders to defend and make the tiny cities bigger).
Got this idea from these 3 maps, haven't worked on anything yet:


I would be thinking the areas be split along these sorts of areas:
Western South Korea: Seoul (1), Incheon (4), Gwangju (5), Daejeon (6), Gyeonggi (8), South Chungcheong (11), North Jeolla (12), South Jeolla (13), Cheju Island (16)
Eastern South Korea: Busan (2), Daegu (3), Ulsan (7), Gangwon (9), North Chungcheong (10), North Gyeongsang (14), South Gyeongsang (15)
Western North Korea: Pyongyang (1), Kaesong (3), Sinuiju (5), North Pyongan (7), South Pyongan (8), South Hwanghae (9), North Hwanghae (10)
Eastern North Korea: Rason (2), Kumgangsan (4), Chagang (6), Kangwon (11), South Hamgyong (12), North Hamgyong (13), Yanggang (14)
Ideas for Bonuses:
The capital cities (Seoul, Pyongyang) can bombard any territory outside their side of the Demarcation Line. If you bombard, then after you end your turn, the capital city resets to 3 neutrals.
If you hold both capital cities, you get +1 troop on both Seoul and Pyongyang.
Also, NK includes 4 other cities and SK includes 6 other cities.
So hold 3 cities = +1, hold 4 cities = +2, etc.
And maybe an unique one: you cannot reinforce troops across the DMZ
