Here is a rough draft to go by:

I figured the board would work like this:
Last Stand +2
Custer's Battlefield +7 (denoted by CR, clearly not perfect yet)
Benteen's Battalion +4
Army Enclave +1
Reno's Battalion -1
Blackfeet Camp +2
Sioux Camp +5
Cheyenne Camp +3
Crazy Horse +1
Gall +1
Sitting Bull +1
Sitting Bull + Crazy Horse +1
Sitting Bull + Gall +1
Sitting Bull + Reno Battalion +3
Sitting Bull can attack to Crazy Horse and Gall
Impassables are Trees, Rocks, and the Little Bighorn River
Arrows denote one way passages of attack
I also have the skirmish line denoted between Black Feet 3 and Reno 2. I wasn't sure what to do there. I though maybe you could use the artillery feature like in the Battle of Waterloo map. Maybe if you own Reno Battalion, you can attack BlackFeet 1 & 2 and make them into a neutral army.
My idea of having Sitting Bull able to attack to CrazyHorse and Gall is that Sitting Bull didn't really do any physical attacking. He inspired warriors and had sound advice for them at war councils.
Anyway, my map idea is to try to simulate the battle as close to history as possible. Benteen and Custer never crossed the Little Bighorn, Reno was the only one to cross and then was out numbered and retreated back to Benteen and tried to regroup at the Army Enclave.
I hope someone takes up this map!
