Two ways:
- They are the starting positions and all other territories do not belong to a continent associated with a super power. Example: Instead of dividing the territory of the superpower Europe, we only have their main seat and then the other territories belonging to the continent Europe.
This represents that we don't know how the world will evolve. Areas which would otherwise be overpowered could be divided, like have Siberia a separate continent (or several) from European Russia (because who says China or Japan won't have invaded it by then?)
- Or you get rid of the continents and only give bonuses for holding strategic places and resources.
In both cases, you will have to be creative with impassables and newly created land.
Note: You'll have to add two more superpowers when playing like this. I suggest Brazil and South Africa, as that is the most plausible and fills the map the best.
I didn't get the second sentence, so -obviously- I can't answer it.
