The gameplay would be straight forward and the bonuses would be easy.
The more rural southeast section of the country could be one bonus, the middle another, one for the northeast, one for the western/ southern coast, and one for the capital region. Also Cabinda which is an oil rich exclave that has been trying to seperate form the republic for many years could get like a +1 bonus added on to it eact turn. It would have about 25- 35 territories depending on how the southeast is spilt up. It would be easy to balance, the middle reagion worth a lot due to it's boarders and the rest would all be between 2 and 4.

Here is just a basic map of angola. Luanda is the capital. There are 19 provences and so if you just devided them into 2 or 3 territories based on towns and things it would be pretty easy to get 30ish territorries.
