Someone should make a Gotham: No Man's Land map based off of this map, from the Gotham: No Man's Land graphic novel. The blank areas could be neutral zones that no-one can put armies in, and the coloured zones are continents, with territories divided up as seen fit.
Because who doesn't love Batman?
