If you steal a vote or have a double vote, then you would probably put that vote on the person you are voting for. The double voter is probably town. The vote stealer could be but is probably not town. These people are probably on this bandwagon.
According to the scene Skoffin is a PGO, more than likely a town role. So the bandwagon on her seems odd.

There is more room to disprove Safari without outing any townies, since the real voter would theoretically have no reason to go along with him.
I don't claim to believe anyone's claims yet, or to know what pancake's reason for doing it was, but if you wanted a logical reason for pancake to speak up, that is one reason why it's not necessarily a scum move.
Though either way I think it's such a subtle nuance it doesn't really say anything to me.
