Whenever the roleblocker acted, it would cancel out the lightning rod.
I should explain at this point that the LOCKED HOUSE basically was the lightning rod. Remember the night scene with the bomb? That was one of Pirate Pete's very few actions. So other actions happened as usual.
Then when he died, the lightning rod became active again, but because the doc was still alive, any kill sent by mafia went straight to the protected lightning rod, hence the lack of night kils, and the dependency on day lynches.
