i just turned in a set last turn in an escalating game. Should i turn in a second one on the next turn? or should i wait till i have 5 again?

So many more factors to consider than what you have posted....post the game number to ask for qualified advice......good luck!

that, and don't let everyone else know you have a set when you have less than 5 cards

Id ask if you can kill somebody or will you be killed.

If the answer is yes to either one turn in if not wait.
