After proposing an aliance in in-game chat may I then use pm to give instructions on that alliance

If it's accepted publicly, I would think so, yeah.

Thankyou for answering so quickly but if I could have a second opinion - either agreeing or disagreeing in the very near future that would be great

I don't know what the actual rules are, but I would think that if you have an alliance then everyone should know what the terms of it are.

As long as you announce all detaisl of the alliance in the chat organization by PM is fine I believe....

As I see it you only have to let the other player(s) know that you have an alliance, all details (how long it will last, against whom, etc.) can be discussed by PM.

when do games start

i was slightly confused about this too but in anoter post i was told that this was already discussed on cc and the public saw it not fair to use pms although your alliance has been stated and that all team communications had to be through game chat. i personally disagree with this but this is what i was told and have no proof to support it. (i.e. the link to the actual thread where this was discussed)
