and dice that would have a smaller effect.

Cause there still is randomness in war, and people can bring out reinforcements (cards), but that never has a huge effect on the war. just a small one.

I would have to say dice and flat rate. There have been wars that a nation(or a pathetic self proclaimed 'independent state') won their independence despite having huge odds against them. They even defended their independence in 1812. Of course, I'm not referring to a specific one, just throwing out numbers ya know?
