Rationale behind letting busted players continue?

piopio was busted as a multi, admits to having a secret alliance but is able to continue in the game? I understand he won't be able to join new games (unless he upgrades one of his identities to premium) and his secret alliance partner has been blocked from playing with him, but it seems a bit unfair to surrender points to a busted multi and admitted cheat.

I submitted an eticket a few days ago regarding the points, but what's the reason to let them continue to play?
