teammates attacking each other?

I've seen this happen and I would lie to know when it is appropriate to attack your own teammate, particularly when it is for the good of the whoe team. New to the game you see. Can anyone offer me some insight?

If he has cards and will be killed by the other team before he can play the cards then you should kill them.
Same goes for going for a substancial bonus [8 for example]...if they have 1 territ left in there with 1 army on it and you need the bonus, its worth killing them for it.

Yeah, they key is having them fortify their spare armies to you so you can get the bonus.
My advise is too state you're doing it, and maybe fortify them somewhere else they can use a hand.
