The dice give advantage to the defender just like in the original risk... if the dice is a tie the defender wins, thats why when you attack you lose more than when you defend.. so the dice is, in face, rigged in favour of the defender!
YOU WILL NOT GET 50/50 odds, you will get close to 30/70 odds when attacking..... so yeah the dice suck for attackers!

Maybe is you noticed that you get an extra dice,
3 dice against 2 dice gives much more even odds.

Ahhh but not always. When you are attacking 3v3 then you are rolling 2 dice against 2 dice
When you are attacking 2 v 1 then you are rolling 1 die against 1 die
and then tie goes to defender
