There's a point in every game where one player becomes so strong, every other player on the board must join forces for any one of them to have a chance at victory. If I'm the strongest I expect my opponents to align against me, with or without an announcement. I don't consider this cheating, just basic strategy. What do you think?

It all depends on the player, if its ok with you and you will not bother mods at the end of the game with "secret alliances" then they dont have to announce it. But, the legal way would be to propose an alliance in game chat, just to be on the safe side.

if you dont talk to the other player, there is no alliance... its the talking that makes it an alliance....
implied alliances happen all the time, and the reason they arent wrong is simply because you never know when the other person is going to attack or who, or where, or when... thats the fun of it.... everyone has the same information... ive sat next to players with a one border for hundreds of rounds, only to go crazy attacking them when the time is right...
the problems arise, when two players continually play together, and never attack each other, and one of them wins continually... this is when even though there is no secret alliance, the mods block players, because the implied alliance, really is a secret alliance.... if the players never attack each other, its fairly obvious they dont need to say it, but its also very hard to prove either way, so many examples are needed before action is taken, or the games are played so ridiculous that its just plain obvious
