im a new member playing my first game.

do you have to conquer the neutral territories within a continent in order to get the continent army bonus?

i could conquer a continent in my upcoming turn except for a neutral territory

Yes you do.

The neutral territories are like a third inactive army that plays on the board, and although you don't have to conquer them to win the game, you must conquer them in order the completely dominate the continent.
