They are not announced. They will make when whenever they feel like it after the previous one has ended. That could be 2 days, or 8 months, and it will simply show up in the "Join A Game List" one day. You have to know the password to get in (which you will have to research to find out) and then hope you are online when someone discovers it and starts the threads in one of the forums.
