I tend to look at the log and see if i can figure out how many bonuses they are getting and where they are. This is fairly easy to do on simple maps where not more than 2 or 3 continents have the same bonus. I haven't tried fow on age of merchants, and i'm a bit afraid to because it'll be harder to know where people's armies are.
The easiest map for fow in my opinion is classic since you can guess pretty well what is going on.

Yes, the log will give you hints to where they are. For smaller maps ist's pretty easy to figure out where everyone is. If you're playing World 2.1, then there's more guesswork involved. For example, if someone is getting 2 point bonus, then you need to figure out if it's Central America, Scandanivia or Australia.
As far as your own tactics, the trick is to keep your border countires relatively low in troop count but high enough so it's not an "easy kill" for the attacker.
Lay low, Stay small and accumulate while other weaken each other. Then, when you get big enough you swallow your enemies whole.

in unlimited i try and sting all my armies together then take africa.*assuming im on classic which i play most*
i then take africa and have a weak fort on middle east trying to encourage an attack...but i ammas huge troops on east africa...which can attack anywhere my cont is broken...ive won 3 games this way out of 4 now..

on escalating you have to be very careful of where everyone is...its very easy to hang someone by missing a couple on the other side of the board
on flat rate, and no cards, i play the same way i play other games...but keep my guys hidden

i assume everyone is already doing something like this but a print screen at the end of each round saved onto word or powerpoint for ease of viewing is a big help

lol use note to self, its much quicker and if you dont remember which territory you had that you lost, you didnt care about that one

And keep count of how many each person has. Very useful in deciding when to make a kill.
