Is it legal to form alliances in doubles with another team. The case in point is that my ally is out and there is one team that is kind of on the weak side and it would help both of us to withdraw from our borders. thanks

Yes, as long as it's announced in game chat prior to happening.

It is not generally done, but no....there is no rule against forming an alliance in a team game. Just make sure you announce it in game chat
