Not that I expect anyone to do anything about this but I feel the need to voice frustration about my current game.

I suppose its possible that my bias has me viewing the situation incorrectly so if someone could validate my thinking it would be appreciated.

I am 1 of 3 players in a game where Green has not attacked Blue and Blue has Green for SIX turns. What really bothers me is that Blue has 9 armies on the border of 2 Green bonuses that are not fortified (1 army). Green does not fortify and Blue refuses to attack.

Is it me or is this clearly an unannounced treaty or really just stupid strategy?????

You are clearly winning the game. If Blue takes green's bonus' he will have no help weakening you. This doesn't have to be an alliance, it' just an unspoken understanding. Their only hope to win right now is to weaken you.

Your best bet at this point is to concede some continents and fortify some others to make yourself less of a target. Once the game balance shifts, they should stop (or if not, then it's clearly an alliance).

I agree with treefiddy, their moves are self preserving and not some kind of subversive covert operation. Looking at the map all three of you are currently spread out thin, leaving all held continents vulnerable to attack.

As blue and green get stronger they will turn on each other... which has already begun with Europe. There was no "sekrit alliance" they were just in survival mode from the strongest player.
