Which territory has the most connections?

Which territory on which map has the most connections? I was thinking Mind on the 8 thoughts map, which connects to 9 territories, but is there a territory that connects to even more?

Probably one of the ports in Age of Merchants (they connect to every other port and dock).
China in 2.1

Solia in age of merchants can be attacked by i think 15 other territories, but can only attack 5.
