alliances with 3 players playing only

is there a rule that does not allow tag-teaming in a 3 player game or any number game that has only 3 players remaining?

No rule. It perhaps may be poor sportsmanship in one person's eyes, but also a viable tactic in another's. Perhaps consider leaving some sort of appropriate feedback (or adding them to your ignore list).

no, it's perfectly legit. it's normal that 2 weaker player would join forces against superior enemy (like in ww2 soviets and allied forces against third reich - would you say that was unfair?) after all everyone wants to win for themselves. but don't worry about such alliance it usually lasts only till one of them gets to strong. so either try to beat them both if your strong enough or simply play smart, lose some territory but keep strategic points and wait till they turn on each other and then strike them.

The alliance will break up the moment the third player is no longer the biggest threat.

Then it's the next players turn to get pounded.
