In a team game is it against the rules to have an alliance with another team?

If you announce it in the game chat prior to the alliance taking place, no.

is it the kind of thing you get negative feedback for?

If your current partner/s are dead, I don't see why someone would warrent to give a negative feedback if you wish to join an opposing team. If their current partner is dead, then it should be a-okay.

Depends on the players you're making an alliance against. Some people hate alliances and leave feedback for people that make them, some people recognize that it's just a part of the game and they get over it.
