Clans and Usergroups [Outdated]

Hey, a few buddies and I are thinking of putting together a clan. I've been looking around the site and don't really see an area that details how to officially put one together and get a usergroup. Can someone either link me a post or explain to me the criteria of what we would need to do?

Lack isn't allowing any official clans in at the moment.
Though, I do think some official clans should be taken away (Eg. Saints), as they seem to be inactive, or in the Saints reason, have no one in them.

If we got a lot of members first, could we be "official" in the place of an inactive or empty clan?

There is a new system coming in to make clans a lot better, until that update there are no new clans. Hopefully the wait will be worth it.

We have 15 members so far, and we were formed yesterday.
