If during a Tourney someone's internet craps out on them in the middle of a turn, what is usually done? Chalked up to bad luck and game continues or does the opponent owe them some recourse?

Yep, wrong forum.

But the answer is it's all just bad luck. If you explain what happened in the game chat and your opponent gives you another chance, well then you should take it. But I've never seen that happen. War is ruthless, and mistakes should be capitalized on.
