I used to be able to get spoils if I bombarded a space and annihilated the troops there, even if they were neutral troops. is that still possible? please let me know. appreciate any help. thanks!

yes. you still get spoils if you successfully bombard a territory.

You can even bombard the same place every turn and get spoils each time. For example, Feudal war, you leave one tert 2 spaces from the castle neutral. Then every turn you bombard from the castle. Keeping a neutral to bombard can be helpful on many different maps.
