Perfect Play (not a strategy question)

Should a game (of risk obviously) assuming everyone is playing perfect strategy (also assuming no lucky dice nor unfair starting positions) ever end?

well if everything is tied up, then no, but no map should be like that.

Yes, because the dice are based on luck. The second part of your question then takes out dice rolls, in which case the answer would be no. However it would no longer be the game RISK and therefore it is a stupid question.
