I'm with nietzsche, I don't see the thing you've highlighted in your screenshot. But I don't have panel interface enabled.

Well, that's your first mistake. All future development will be focused on panel mode only. Legacy mode will become more and more obsolete as time goes on.

Maybe I'll just stick to the forums once legacy view is gone. :(

It's an add-on to the panel interface, you can read about it next to the option to play chess on CC.

It is not an add-on to the panel interface.

Scenario are games on normal map but with specific starting position, specific amount of troops and specific amount of neutrals.

For example there is scenario game 1vs1 in which you start with 1 region only, next to each other, on classic map everything else is 1 neutral.
Another scenario, to play with both, everyone start with 1 region, fog. It transforms classic in conquest map style like.
Another scenario make the contrary, transforming conquest map on "normal" map. For example on the poker map, everyone start with many territory, no more neutrals.
Totally changes the map.

Scenario are therefore unbalanced, and playing them worth no points. Winner wins nothing, losers lose nothing.

I advise you to try scenario with the bots, they go fast and are funny to try.

Some other scenario are rather boring, imo.

But this is still pure risk game. Nothing to do with the panel interface or chess. Simply you can define starting position and amount of troops of each players.
