Google doesn't reveal much. Some guy gives a vague definition that pretty describes the general principles of a mixed strategy Nash equilibrium (not helpful). Other sources seem to describe it as the opposite of a tit-for-tat strategy, but instead of responding with cooperation for cooperation and punishment for punishment, the cat-and-mouse strategy seems to be a nibbling game of minor back-and-forth attacks, which doesn't make sense without more context.

What are you getting at? Should people whittle more and take less territories?

I cannot think of any context of "cat and mouse" that would seem to apply to foggy trips strategies.
