Before I could choose where the dice panels were.

Now the dice panel is in a small window that follow me everywhere and pop-up on the map, I can only chose to close it, I can't move it to where I want it to be.

Is this normal? can I put it back how it was before?

Actually when I close the dice window, it reappears as soon as I attack again. It is killing me.

The combat box is a pain in the butt. It needs it's own option. Right now, it is just a nuisance and is in the way.

Seems to behave differently for different people. I've seen someone else complain that the dice panel was off the bottom edge of the screen and they couldn't see it without scrolling down.

I suspect this is something actively being experimented with and probably hasn't reached its final configuration. In the meantime, if it's totally driving you nuts, just shut it off completely in the Settings, and try it again in a couple months once they've gotten all the bugs out.
