In my opinion, seems that taking your boat for the +1 per turn and forting it up into treasury to increase momentum toward the end is the better choice.
Of course, depends how many players are in the game. That would be the best move with a single ship, I think.

seems no one wants to give out there strategy as it may keep them from having an edge....lol
