Uploading Avatar

I can't find the procedure for uploading an avatar. Where is that option "hidden"?
Usually there is an option to edit profile somewhere, but I don't see it.
Perhaps, it is not available to me as a new player?
I searched the forums, but did not come up with an answer.

OK, I stumbled around and found it under a subsection of a subsection of Control Panel.
