I thouhgt It was but I was in a game where a guy had 9 men on gate 2 and I had only 2 on both of those territorys and he didnt bother breaking my bonus. He just left the armies there so I thouhgt that maby he couldnt attack there so I thouhgt that I should move my armies away from those spaces
