Yes, I scanned thru the Q&A to see if this had been asked ;o)

So...a buddy came back to the fold...been out for some time and is now freemium. I tried to invite him to a game and it said: SO AND SO HASNT PLAYED A GAME IN OVER 30 DAYS and wouldn't let him join?? Help!

You cannot invite a player if they haven't taken a turn in the past 30 days (and therefore are not on the scoreboard). Your friend can still join games and will be able to be invited again once he has taken a turn in a game.
