I'm currently playing a 4 man, world 2.1 game with only 3 of us left. For the past several rounds i've been attacked by the remaining two players every round. That'd be fine, but i find it weird that neither of them attack each other even though they're right next to each other and both have continents. Aren't they supposed to announce that they're teaming up in the chat?

If they are communicating at all it can only be in game chat.
That might not be the case though. When there are 3 players remaining in a game it is common for whomever is seen to leading to be focused on by both of the other players. This is something that many people do "automatically" without the need to talk with the other player about it. Since you game is Fog is it hard to say what exactly is going on.
