is strength of neutrals the same?
becasue I found that in Baltic Crusades map is much easier to take neutrals here. and it looks as not only dice question, becasue it was in all my games that to take n3 in this map was easier as take n2 in another maps.

The neutrals roll the same dice as any one else, on all maps... they're no easier or harder on any map.
