I was thrown out of Game 23782 for missing turns. (internet issues)
Any way, it is still in my active games section. Is this normal?

Yes. Until the game is completely finished, it will remain in 'Active Status'. Note that once you are eliminated though, the game does not count toward the 4 game limit for non premiums.
