If someone misses their initial troop deployment in a manual game, are they out of luck, or is that monster stack of troops deferred to their first turn?

The Instructions wrote:With manual initial troops, each region is initially populated with 1 troop and during the first round of the game players deploy the rest wherever they see fit. During this first round, you cannot see your opponents' deployments and all players can play simultaneously. When players miss the first round their armies are automatically deployed evenly.

you are however quite out of luck if you STARTED your turn, but failed to DEPLOY and within the timeframe for deployment . THEN you would lose ALL undeployed troops.
