To clarify, is there such a thing as foe abuse, or can I literally foe anyone anytime for any reason (or no reason)? For example, could I foe everyone with a 7 in their name? Obviously I'm not going to go foeing people for something that stupid, but if I had other reasons to foe people, is there a limit or a level beyond which it is considered abuse?

It's a personal tool used to avoid people you want for any reason. There is no way to abuse it, because it's personal.

what if I'm in a tournament, do i have to play the guy, and if i can play with the foed person tournaments, what is with the regular games?

Your foe list can not block them in tournament games.

even though for tournament games your foe list does not work. so you can play in a tournament with your foed opponant, but this does not allow him to join REGULAR game with you already in it.
please note that you can always join a game with someone on your foelist if that person is already in it.
