Just a quick question...i have put the 'Foe' Tag on just 1 person who was so rude and obnoxious that I think everyone in the game did.

However, I am not really sure what FOE does...Does it mean if I start a game he can't join?

If I am already iN a game waiting to start he can't join... and the other way around.

I don't take it lightly so I would like to know all the details...

He cannot join games that you have started or have already joined. (Baring tournament games and whatnot.) You can join games that he is in and there will be no warning.
His game chat and will be invisible to you, and his forum posts hidden.

He can't join yours, but YOU CAN accidentally join his. The foe function doesn't actually work very well in that regard.

Yes, I agree that it doesn't work real well. However, in this instance it will be better than nothing.
