From the FAQ:

23. What happens to the armies and cards of a player that is kicked out for missing too many turns?

After someone is kicked out of a game for missing too many turns their armies become neutral and their cards are returned to the deck.

Game Type

In a standard game each player fends for himself and there is only one winner.

In a terminator game you get points for the players that you eliminate. When players are auto-kicked in a terminator game their armies remain on the map, and you can still get points (and cards) from them if you eliminate the deadbeat before the game is over.

In an assassin game each player is assigned a secret target, designated in-game with crosshairs Assassin Target next to the username. You win the game if your target is killed - whether it be by you or another player! When a player is auto-kicked in an assassin game, the game continues and whomever had the deadbeat now has to kill the deadbeat's target.

To play a team game, try doubles and triples. Triples games must be played with 6 players, doubles games with 4 or 6. Teammates are determined by the sequence of players, for example the first two players and second two players make up two teams in a doubles game. In team games, you can deploy on and fortify to your teammate's territories. The score is calculated per team. When a player is auto-kicked in a team game, the first surviving teammate inherits the armies and cards.

What you expected to happen currently only happens in a terminator game.

You could make the case that it should always happen that way, but that's not the way it works now.

In a recent announcement:

[...] To further ease the blow of a deadbeat teammate, a surviving partner will inherit the cards as well as the armies. [...]

I thought the original poster was talking about an opponent, rather than a partner. I guess the OP should clarify.
