i can propose to scenarios :
1 - in nuke game , 1 player eliminates himself and the last teritory of the other player? i did killed myself with nukes...
2 - if round limit is breach and 2 players have the same amount of troops.

No, In your first scenario, the card you first obtained will be played first. The other cards will be played if you want to believe the log, but won't be nuked. In your second scenario, if the troopcounts is even, they will look to territs. If both territs and troopcount are tied, the person who joined first will win.

I don't think the first person who joined first should win - that seems unjust, it should go to a draw.

in this game there is no draw. there is always a winner.
this is why it is different from a real war, there are only losers there
