What I want to know is this, Are spoils treated like a "deck of cards" where once a player has that "spoil" no one else can have it. Also do the spoils get put back in the "deck" after played either (A) emediatly (B) after all spoils have been given out or (C) never?
Since you already know how to get spoils, i will anwser the remainder of your questions.
first off, spoils never run out.
The deck of spoils is as large as the amount of territories.
If the total amount of spoils exceed the total amount of territories available, then spoils can be "doubled"
this means that if everybody has spoils, and you turn some in and then draw new spoils, the likelyhood of you drawing the same spoils is bigger.
it means that in a small map like doodle earth with e.g. 8 players, you could even end up with 3 the same spoils or more. on a very large map with more territs then spoils for all players (in that particular game) combined, you will never have the same spoils doubled in your hand, but if you use it, you could draw it again.
this is good to know for nuclear, and any other spoil setting.
anything else i can help you with?
