Nuclear Spoils - Specific Cards

If I have a card for Region Y on a nuclear map, is there a possibility that another player could also have the same card, for Region Y? Or can there only be one card per region at any one time?

(ie. are my troops safe if I plonk them on my regions which I have cards for?)

The only way that is possible is if there are more cards than territories. For example, if you are playing on Doodle Earth with 8 people, then there are not enough territories, so cards will be duplicated.

However, if you are on a normal size or large size map, that won't happen. So, it is unlikely that someone has a duplicate card. And I'm guessing that you're talking about this: Game 10884923. No one will have a duplicate in that game.
