Losing a game to a specific player for losing less points

Is this forbidden? How do I face a new player (no cheating and abuse please....) that is using this tactic and declares it overboard?

I would use the following reasoning:
going into a game knowing you are intentionally going to lose it, that is against the rules.
being in a game an knowing you are going to lose and make it so you lose less points, that is allowed.
