Fortifying non-adacent territories

i am in a new game and prior to my turn two of the gamers fortified armies from non adjacent territories - even from different continents.

as a relative newbie - that seems to be different to the instructions

is there something i am missing

i tried it and I cannot do it and so if i cant do it in a game and others can - it seems to outside the spirit of the game

3 types of fortifications:

With chained fortifications, you can reinforce once and from a country connected by countries you own.

With adjacent fortifications, you can reinforce once and only from a direct neighbour. This requires you to plan your deployment and advances more carefully.

With unlimited fortifications, you can reinforce as many times as you like from countries connected by countries you own. This makes the game easier and more flexible.

If not , u may need the game number and take this thread to the bug section where they can look into it
